You cause an effect to become permanent.

You permanently keep an effect, power or anything similar to a creature, object or surface. This effect cannot be dispelled permanently unless by using a true dispel or soul purification power. If it were dispelled, the target may recast the effect for 1 TP.
Cantrip – Imbuement effects last 3 extra rounds.

Target – The target receives the effects of the power
