This rectangular piece of identification is only given to bounty hunters, working only in certain jurisdictions of factions, when obtaining the license, choose one faction, your fines for committing crimes in those factions are reduced by -50%, you only face at most 10 years of jailtime in the most extreme of circumstances, cannot be given the death penalty, and once per month, you may commit one crime and not be punished whatsoever.

The amount of years you face in jail is reduced by 1 year, the fines are reduced by -10% per rank (max -100%), and you may use this items ability +1 time per rank.
