If your attack just briefly missed the Target’s Dodge action by less then 25%, you deal 25% of the attacks damage to the target. This ability can be activated after missing your attack.

Cantrip – When someone within your threat range cancels their ability, your next attack gains exposure even if they were to have this ability. Your action cancels don’t trigger the cantrip versions of others owning, Cancel, Buffer or Phantom Hit.
